1. What NITRA Does

NITRA is the economic governance arm of ICON-ELECT.
It exists to deploy, protect, recover, and grow national resources for the Israelite Heritage Commonwealth under Torah order.

NITRA funds productive operations only.
NITRA does not fund consumption, lifestyle, speculation, or vanity.

NITRA is accountable to:

  • Torah
  • ICON-ELECT governance
  • Recorded oversight and audit controls

2. Who May Access NITRA Instruments

NITRA access depends on citizenship status and operation type.

A. Israelite Descendent Citizens

  • Eligible for Israelite Advances
  • No usury
  • First-fruit + principal recovery only
  • Highest priority for funding

B. Covenant Sojourner Citizens

  • Eligible for Sojourner Loans
  • Usury permitted under Torah
  • Rate set 0.5% below T-Bill (or successor benchmark)
  • Strict operational controls apply

C. Mixed-Multitude Citizens

  • No access to advances or loans
  • May:
    • Purchase goods and services
    • Support IHAS solvency voluntarily

Participate economically without governance authority

3. Allowable Productive Sectors (LOCKED)

NITRA funds operations only within the following five allowable sectors, identified by numeric sector codes:

Sector 1 — Agriculture & Food Production

  • Farming
  • Food processing
  • Storage and preservation
  • Seed-to-table production

Sector 2 — Manufacturing

  • Tangible goods production
  • Equipment fabrication
  • Consumable and durable goods
  • Assembly-based operations

Sector 3 — Energy & Utilities

  • Power generation
  • Water systems
  • Fuel and energy infrastructure
  • Resource processing

Sector 4 — Construction & Materials

  • Building materials
  • Structural fabrication
  • Infrastructure components
  • Housing-related production

Sector 5 — Transportation & Logistics (Limited Exception)

  • Asset-based transport only
  • Fleet, vehicles, equipment required
  • Must support Sectors 1–4
  • NITRA retains step-in authority if operations fail

🚫 Service companies are not funded, except Sector 5 as defined above.

4. What NITRA Will Not Fund

NITRA does not fund:

  • Consulting or advisory services
  • Freelancing or digital services
  • Lifestyle businesses
  • Personal ventures
  • Speculation or trading
  • Entertainment or media projects
  • “Ideas” without production

5. Israelite Advance — How It Works

Purpose: Restore Israelite production capacity.

Step-by-Step

  1. Applicant submits Advance Request
  2. Must show:
    • Existing retail sales
    • Customer steadiness
    • Product already in market
  3. NITRA reviews:
    • Sector eligibility
    • Operational competence
    • Accountability readiness
  4. If approved:
    • Advance agreement issued
    • First-fruit amount defined
    • Principal recovery schedule set

Key Rules

  • No usury
  • First-fruit is fixed and defined upfront
  • Failure due to negligence triggers NITRA operational control

Slothfulness disqualifies future access

6. Sojourner Loan — How It Works

Purpose: Allow righteous strangers to operate under Israelite order without exploitation.

Step-by-Step

  1. Loan request submitted
  2. Sector eligibility verified
  3. Usury rate set:
    • Benchmark – 0.5%
  4. Daily rate adjustments handled automatically by NITRA system
  5. Loan agreement executed
  6. Repayment + yield tracked in registry

Enforcement

  • Civilly enforceable
  • Torah-compliant

Fraud results in permanent exclusion

7. First-Fruit & Yield (Simple Explanation)

First-fruit is not profit-sharing.
It is a defined return for treasury deployment.

Example (simple):

  • Advance = $50,000
  • First-fruit = $5,000 (fixed)
  • Once first-fruit is paid:
    • Principal repayment begins
  • No compounding
  • No endless obligation

Failure to produce first-fruit due to sloth = violation
Failure due to market collapse = case review

8. Oversight & Control

All funded operations are subject to:

  • Reporting requirements
  • Registry tracking
  • Steward review
  • Audit authority

NITRA may:

  • Pause disbursements
  • Step into operations (Sector 5 especially)
  • Replace management if necessary
  • Recover assets for national protection

 

9. Application Outcomes

Every application results in one of the following:

  • Approved
  • Approved with Conditions
  • Correction Required
  • Denied (with reason recorded)

All decisions are archived.
